QEAA — in the terminology of the European Regulation, qualified electronic attestations of attributes.
A QEAA is a signed digital credentials that confirms one or more attributes about a person or organization — for example, a professional qualification, a position, age or powers of representation. However, it can only be issued by a Qualified Trust Service Provider (QTSP), i.e. an authorised entity that complies with strict legal and security requirements under eIDAS 2.0.
It is therefore legally equivalent to a paper document with official stamp and is thus recognised throughout the EU. In addition, these credentials are stored in the European digital portfolio (EUDI Wallet) and thus presented by the holder where necessary.
“QEAA enables certain attributes to be verified in digital format without additional information sharing necessary — for example, prove a professional qualification without providing other identity data. On the other hand, an EAA may be issued by several entities and therefore does not have the same recognition and legal value.“
In addition, the service ensures continuous availability (24/7) of the information on the status of revocation of the EQA issued, thus ensuring the integrity and authenticity of these data.
First, the holder — citizen or representative of an organisation — requests the issue of an attribute through an emission process according to eIDAS.
Then DigitalSign, while QTSP, identifies the user on the basis of the identification data (PID) and validates the attribute with the competent, authentic or authoritative source.
Once validated, the certificate is cryptographically protected and validated through an electronic seal, resulting in the creation of a QEAA.
Finally, the QEAA is delivered to EUDI User Wallet, becoming available for selective presentation whenever necessary.
Recognized in all Member States under eIDAS with the same legal effect as an official paper document.

The QEAA are a trusted qualified service introduced by eIDAS 2.0. In accordance with Article 45, qualified electronic attestation of attributes must therefore comply with the requirements set out in Annex V to the Regulation.
In particular, Annex V ensures that an EAQ contains the information necessary to identify the issuer, the holder, the attributes, the period of validity and other elements relevant to trust and verification.
